USDI considers trades as commerce - it is barter, and it is covered by the
endangered species act as well.

Sending a leopard somehere, and receiving another animal species in
exchange, is a form of payment.

Breeder loans, where offspring is later returned, is ok.

Offering endangered species for sale or trade requires a disclaimer that
states all transactions are contingent upon proper federal permits.

  If they purchased the leopard, then it's interstate commerce and requires
a USDI transportation permit. If the leopard was a donation, no permit is
required; only a USDA license.
