If you'll note further down, he's the director of AZA's SSP for tigers.... this is the genius that says, in effect, "we're breeding for the best animals possible, not the most animals possible. That's a silly idea in thinking that more tigers is better than just a few better tigers."  And as far as tiger crap.... perhaps he slipped in some and hit his head a few too many times.
