Given that the people overseeing the program didn't even follow the guidelines they themselves set up, I wouldn't even hazard a guess as to that..... nor does it show anything resembling a degree of competency on their part.... HOWEVER, it does show that they themsevles violate their protocol for their own purposes, so that opens the door to violating the protocol for the purposes of keeping the cat alive by individual rescuers NOT complying with the Cougar Management Plan thus adopted by the state. If the state doesn't follow its own rules, why should we as mere lay-people be more responsible than the parties duly sworn to uphold those rules?
