If they need insurance in order to satisfy a legal requirement for insurance

If you need insurance because you actually want to be covered should there
be an incident... be very sure to ask around among other owners and find out
if any insurance company (including the above) actually pays out if there is
an incident. According to some, there are exotic insurers out there who will
give you a piece of paper and take your money, but will not cover you if
there is an incident; supposedly the policy is written in such a convoluted
way that even if you take the insurer to court they can not be legally made
to pay. So be sure to do your homework.
