This rule doesn't compel anyone to do anything, so
there's no "requirement".

I don't believe anyone has suggested that the removal
of claws should become mandatory in keeping felines.
It was the matter of "choice" that many were opposed
to. Every law that prevents citizens from doing
something simply precludes the choice.

Regulation limits and prohibits, while requirements 
command and compel.
