[FEL-L] 2004 big cat ruling question

Hey, quick question...
   
  Yeah, I'm working on another project, but need to know the age/weight/whatever cutoff made in the June 2004 USDA ruling prohibiting public contact with adult big cats. Yes, it's involving "get a picture with a cub"-type display. Quibble about that at will, so long as I get the number/info I need to fill in the blanks. Thanks in advance.
